What language interests you most? Learning German is good, its quite difficult, but it sounds sexy.

knowing which language (or even from which language group) you're learning would help

one of the Romance Languages (Spanish, French, Italian et al.) is going to be easier, coming from English, than a slavic language (e.g. Russian) which is probably still going to be easier than learning one of the many Asian languages or language isolates (Japanese, Korean), which is where they start having literally no connection to English or its roots.

there are indeed apps, though i would steer clear of things like Duolingo or Rosetta Stone; you'll memorize some stuff, sure, but you won't really get the bigger picture.

so it just depends. you're going to need books or apps that cover each tenet of language: reading, writing, speaking, listening. without knowing what your target is, i can't really recommend anything. there's no silver bullet.

all i'll say is that output is incredibly important. you're going to fuck up and make mistakes, but you literally have to. and listen. find materials or media in that language and listen a LOT

Now there are a lot of applications which you can use in your spare time, professional courses will give you a base, but without practice you can quickly forget everything, my advice to you, look for a conversation club where you can communicate. If you can not, then watch movies in the language you study, listen to audio books, try to write a few sentences, it's very good practice, all methods are effective if repeated regularly. Good luck!
